Appointment of Honorary Consul-General of Japan in Regina

Effective April 1st,2026, the Government of Japan has appointed Mr. André Boutin-Maloney as the new Honorary Consul-General of Japan in Regina.
Mr. Boutin-Maloney has been very active in promoting Japan-Canada exchange in the Regina community for many years. We are confident that his extensive experience and dedication will further strengthen the ties between Japan and Canada, and we look forward to his continued contributions in this important role.
Message from Mr. André Boutin-Maloney, Honorary Consul-General of Japan in Regina
I am a lifelong educator and community advocate based in Regina, Saskatchewan, where I have spent over two decades working with students and families. Much of my work has centered on helping young people develop a sense of curiosity about the world, an appreciation for diverse perspectives, and a commitment to building a more just and equitable society.My connection to Japan has grown through personal relationships, educational experiences, and sustained involvement in community initiatives at the local, national, and international levels. My family and I have had the privilege of hosting Japanese visitors for many years, forming lasting friendships, deepening our understanding of one another’s cultures, and developing a genuine love and respect for Japan. I have also been proud to support the Regina and Fujioka Friendship Agreement, established in 2019, which continues to strengthen ties between Saskatchewan and Gunma through cultural exchange and grassroots initiatives.
These experiences have shaped my belief that strong international relationships are built on a foundation of everyday acts of connection and caring. I see an important part of this role as supporting the well-being of the Japanese community and helping foster a sense of belonging for those living, studying, or visiting in our province. We are always happy to share what Saskatchewan has to offer while helping ensure that visitors feel welcomed, comfortable, and supported during their time here.
I also see Saskatchewan as a place with a strong potential for partnership, and I look forward to serving as a bridge that strengthens economic relationships and creates new opportunities for collaboration. I am especially interested in supporting initiatives that deepen cultural and educational exchange and foster meaningful, lasting connections between people and communities.
I approach this role with gratitude and a willingness to continue learning. I see it as an opportunity to serve, to listen, and to contribute in ways that reflect mutual respect, understanding, and shared benefit.
